Help with information and suggestions?

Hello.

Me and my friends had the idea of starting our own server. So I went off and purchased a VPS. I need to know what plugins I should use for my bukkit server. As well as what I should do with certain things.

Here are my specs:

Ram: 1.5gb
CPU: 4 Cores
Bandwidth: 900gb
Storage: 30gb
OS: CentOs

Questions:

- What plugins should I use in addition to these?
- Should I remove any of these mods for another one?
- Is this server fine for a max of 10-20 people?
- What plugins should I use to protect my spawn are as well as other areas? (Should I just use Towny?)
- What are some rule suggestions?
- Is there any way I can make non-op's use certain commands?
