Basically looking for a mod that adds new dispensers to the game, every mob that has a spawn egg would also have a craftable dispenser that would act as a infinite source of mob spawns of that type, whenever that dispenser gets redstone power, it spawns a single mob of that type.

There would be no items to put into these dispensers, since they would only dispense mobs of specific types.

I don't have any ideas as far as how the crafting ingredients would go.

Using traps similar to my spawn egg trap found here, people could easily create giant mob processing factories that put previous (albeit legitimate) methods to shame.

I'd love to have a mod like this, if you know of one that already exists, or know somebody that would make it, please forward them the idea! :D

I dunno about anything to do with redstone powered, but you can make precisely-timed spawns with sethbling's custom mob spawner thing. I say precisely because you can adjust the numbers to remove the random component that happenns with natural spawners. I suppose you could turn it on and off by making the room's lighting go on and off. Best part is you don't need to mod your client you only need mcedit to use them.
Not sure if that helps you or not.
